When Kenya passed its Access to Government Procurement Opportunities (AGPO) policy in 2013, mandating that 30% of government tenders go to women, youth, and persons with disabilities, skeptics predicted procurement delays and quality compromises. Instead, the government opened $1.2 billion in annual procurement to previously excluded groups.
